The Urban Planning Management of the Zaragoza City Council has signed this Wednesday the resolution that grants Becton Dickinson the authorization for the movement of earth, as well as the marking of alignments and gradients, on the plot that was awarded to him in Empresarium for the construction of his new production plant.

The machines could start working on the 102,421 square meter land, which was awarded to the multinational for 3,103,357 euros (excluding VAT). It is therefore a minor work license that the company in the health sector requested two days ago, on July 12, from the Zaragoza City Council.

“We are showing great agility when it comes to attracting investment to our city,” said the Minister of Urban Planning and Equipment, Víctor Serrano, who recalled “the speed of this municipal government in detecting interest in the demand for industrial land in the city by national and international companies, with the implementation of their production or distribution processes, taking into account the strategic situation of Zaragoza “.

In mid-March of this year, the City Council announced Becton Dickinson’s interest in implementing its new business project in Zaragoza , which will be operational in 2023, and which includes 165 million euros of investment to produce sanitary material, as well as the creation of 600 jobs by 2030.

Immediately, the Urban Planning Area disposed of the necessary land through a single lot, a total of eight plots of industrial use and municipal ownership in the Empresarium polygon that make up Block 4. At the beginning of May, these lands were awarded to the multinational for 3,103,357 euros without VAT after a free and public bidding process.

Big projects
Now, with the granting of the authorization for the movement of earth, it is thus confirmed, in less than four months, “the availability and adequate management of this City Council to attract large projects to our city,” said Serrano.

In this way, and in the last year, the Zaragoza Government team has seen its “strategy of attracting investment and generating employment in the city strengthened, given that this operation, together with the allocation of land for the private hospital that will build the Quirón Group, they add an income close to 20 million euros for municipal coffers, the implementation of projects for a combined value of more than 260 million euros, and the possibility of creating more than 800 direct jobs “, the Minister of Urbanism recalled.

In total, the land where Becton Dickinso will be installed has an area of ​​102,421 square meters and a buildable area of ​​87,058 square meters. With this permission that Urban Planning has granted today, the multinational can begin the earthworks of the plot, as well as the tasks of alignments and grading.

The objective, according to the submitted request, is to level the plot in two heights, configuring the administrative area on a platform higher than the part destined for activity and production. However, these are the first jobs waiting to receive from Becton Dickinson the request for a building license with the presentation of the mandatory final project of the factory, which is expected to be registered in mid-August.

Of regional interest
The Government of Aragon has also approved today the declaration as an investment of regional interest for the new manufacturing plant for plastic components and glass syringes that Becton Dickinson will build in the Business Park of Zaragoza.

The project will be developed in four phases between 2021 and 2030. The first of them, until 2023, will include the construction of the plant for the manufacture and assembly of plastic and rubber parts, with a planned economic investment of 66 million euros. The other three remaining phases will be carried out between 2023 and 2030 and will include the expansion of the equipment necessary for the manufacture of Hypack glass syringes.

The regional executive will streamline the administrative processing of this project, which will involve a total investment of 206 million euros between 2021 and 2030, and the creation of 150 qualified jobs – in areas such as electromechanics, metrology, robotics or quality control of processes – until the end of 2023, a figure that is expected to increase to 600 workers upon completion of the start-up of all production lines. The investment planned for phase 2 is 140 million euros and that corresponding to phases 3 and 4 will depend on the needs of the production lines.

The new plant installed in the Aragonese capital will increase the manufacturing capacity of these devices and meet the growing demand worldwide and, especially, customers in the European market.

The project to be developed in Zaragoza includes the phased construction of a sustainable plant for the manufacture of multiple types of plastic components and Hypack glass syringe production lines, with their corresponding equipment and services. Long-term planning is to optimize space utilization to allow the installation of at least 10-12 lines of these syringes, equivalent to 1.5 billion units of syringes per year.

The project involves a commitment to training on the part of the company, which considers the training of its staff a priority to guarantee the development of the business and of all its workers. In addition, the new projected plant will meet the company’s sustainability goals through energy efficiency systems and a limited environmental footprint.

With its approval this Tuesday in the Governing Council, the processing of this declaration concludes, which began on March 17, when the Government of Aragon began the preliminary actions to guarantee that, as soon as the request was registered by the company, could be granted in the shortest time possible.

The Minister of Economy, Marta Gastón, explained that “the promoters themselves were very interested in us rushing to approve this declaration definitively, once the municipal land was awarded.” When a project acquires the declaration of regional interest, “it is because it has a certain size, in this case it is evident by the investment, by the volume”.

“The first phase 2021-2013 aims to start as soon as possible and covers the autonomous and municipal areas. Like any project of these characteristics in that search for an expansion, of what the pharmaceutical sector implies and what the pharmaceutical sector can mean in our community. , the bureaucracy is usually grateful for this statement in organizations such as INAGA “.

Gastón has argued that the Becton Dickinson plant “highlights what the declaration of regional interest really means for all administrations.” Finally, he pointed out: “I am not going to assess whether an administration is faster or slower, but what corresponds in particular to INAGA takes a while and with this statement it is reduced by half.”

The company’s project in Zaragoza is part of its business unit specialized in the manufacture and commercialization of preloaded drug administration systems, mainly glass syringes that are supplied to pharmaceutical companies to be filled with the drugs they produce.
